Husband tells the people that his wife is faarigh

Assalamualaikum warahmatullah
If a man gives two talaq to a woman it is talaq-e-raje’e
However at the same time he tells other people that he has completely فارغ the woman would it be considered talaq-e-bain or talaq-e-raje’e still?
(He has not told his wife that she is completely فارغ only other people)

In the Name of Allaah, the Most Gracious, the Most Merciful.
As-salaamu ‘alaykum wa-rahmatullaahi wa-barakaatuh.

At the outset, it is not necessary for the validity of a talaaq that the wife be informed. Once issued by the husband, talaaq will take place even if she comes to know it afterwards.

Nevertheless, in the enquired situation, if the husband stated that he “has completely faarigh the woman” and he also intended thereby issuance of another talaaq, then an additional talaaq baain will take place on top of the two previous, thereby resulting in a mughallazhah. If he did not intend talaaq, rather he was only informing others that he has already issued her divorce, then an additional talaaq will not take. Only two talaaq raj’ees will be in effect.
