Question:
Husband said to wife three times, “I want divorce” will this constitute divorce?

Answer:
In the Name of Allaah, the Most Gracious, the Most Merciful.
As-salaamu ‘alaykum wa-rahmatullaahi wa-barakaatuh.

The statement “I want divorce” does not constitute talaaq. It is simply him expressing what he wants. He is not issuing anything.

And Allaah Ta’aala knows best.

ولو قال لها: أنت طالق إن شئت، فقالت: قد أحببت الطلاق، أو هويت الطلاق، أو أعجبني الطلاق، أو أنا أريد الطلاق، فهذا كله سواء لا يقع به؛ لأن هذا ليس عين المشيئة

المبسوط للسرخسي (6/ 202)
ولفظ المشيئة يملك الزوج الإيقاع به فإنه لو قال لها شئت طلاقك بنية الإيقاع يقع فكذلك إذا فوض إليها يكون مملكا منها ما كان له فأما لفظ الإرادة والمحبة والهوى لا يملك الزوج الإيقاع به؛ لأنه لو قال أحببت طلاقك أو هويت طلاقك أو أردت طلاقك لا يقع به شيء وإن نوى
