Not paying full mahr

Question:
Salam Mufti Sahab.
Are there consequences for a husband if he does not give complete mehr to his wife at the time of marriage? Or for his family if they contributed and helped him monetarily in giving the mehr to his wife but didn’t give all of it?
Can a woman forgive that remaining amount?

Answer:
In the Name of Allaah, the Most Gracious, the Most Merciful.
As-salaamu ‘alaykum wa-rahmatullaahi wa-barakaatuh.

The mahr is a debt on the husband until it is paid off or pardoned. It is not the responsibility of his family. If the husband dies without paying it off, then it will be taken from his estate. If the funds are not sufficient, then he will have to pay her on the Day of Judgment. However, if the wife willingly forgives the debt, then that is permissible and he will be absolved.
