Revoking of talaaq

The sister has received the following message from her husband.

“I put following proposals forward ,these are not binding ,please feel free to express other options and views.

· Before your iddah is finish I take one talaq back which means you are back in nikah. If your 3 menses are finish then you are out my nikah and new nikah will be required….”

Has the talaq been revoked or is it dependent on the decision of the sister?

In the Name of Allaah, the Most Gracious, the Most Merciful.
As-salaamu ‘alaykum wa-rahmatullaahi wa-barakaatuh.

We take note of the details of the query. The man is putting forward a proposal to revoke the divorce and asking for her thoughts. He is not revoking it. Accordingly, the above would not count as a revoking of the talaaq nor is the matter dependent on her decision. She is welcome to provide her thoughts and suggestions. The ultimate decision, prior to the completion of the ‘iddah, is left on the man. As of now, she is still in her ‘iddah of divorce.
