If a person forgets to do the Takbīr in the third Rak’ah of Witr Ṣalāh, and later he remembers and performs sajdah sahwa, will this suffice for the Ṣalāh, assuming it’s still the time of ‘Ishā’? What if the time of Ṣalāh has passed, should he still repeat it? Or will the sajdah sahwa suffice in all cases.

If we understand your question correctly, you are enquiring about performing a single Sajdah Sahw some time after you have finished the salaah. That is not valid. Sajdah Sahw may only be performed while you are still in that salaah, at its end. Once you finish and leave, then Sajdah Sahw cannot be performed. If time is remaining, then the salaah will have to be repeated. If the time of that salaah has lapsed, then istighfaar will have to be made only.
