Question:
Assalaamu alaikum Respected Mufti sahib
If a person is reciting surah tawba from somewhere in the middle of the surah, must they say bismillah or not?

Answer:
In the Name of Allaah, the Most Gracious, the Most Merciful.
As-salaamu ‘alaykum wa-rahmatullaahi wa-barakaatuh.

If one commences his recitation from the middle of Surah at-Tawbah or anywhere besides the first verse, then it will be like any other surah. He may recite the basmalah or he may leave it out.

And Allaah Ta’aala knows best.
