Question:
Assalamualaikum Wa Rahmatullahi Wa Barakatahu Mufti saab,

If one goes to in any random bathroom, as per the Hanafi Fiqh are we supposed to assume that the water on the floor or around the toilet seats are pak?

Answer:
In the Name of Allaah, the Most Gracious, the Most Merciful.
As-salaamu ‘alaykum wa-rahmatullaahi wa-barakaatuh.

You should apply your dominant discretion while also exercising caution. The default would be that it is water unless you have genuine reasons to believe otherwise.
