Who is liable to pay Zakaat al-Fitr

I have a question if anyone can help me with evidence as I’m so confused and I don’t want get it wrong. I’m a revert have 4 children who’s Muslim too. What’s the ruling of Zakat Al fitr not the Zakat as I don’t have no gold no savings no properity ect but I read I still should give Zakat Al fitr is that for every Muslim to give even if financially struggling I’m currently on benefits and struggling I know there hadiths says charity don’t decrease wealth but what if you only have a tiny amount that is for food for your children to last until the end of month if I donate the Zakat Al fitr i know people say it’s only 25 pound but that’s basically left me with no shopping for my children. Already don’t have nothing for Eid for them.
I don’t want do something haram an not pay it I know sounds greedy but I don’t also want my kids going without food shopping.
I’m not asking for anything just want evidence on this if someone who has Islamic knowledge can help me as I’ve been getting mixed answers I live in none Muslim area I have no Muslim family to ask jazakallah khaire

Zakaatul Fitr, also known as Sadaqatul Fitr, is not obligatory on every Muslim as you have perhaps read. Rather, one’s financial condition is considered. It is compulsory on every Muslim who, in excess to his essentials, possesses wealth equivalent to or more than the nisaab amount on the day of ‘Eid. Wealth here is inclusive of zakaatable assets as well as nonessential non-zakaatable assets. You may apply the above guidelines to determine whether you have to pay Sadaqatul Fitr or not. The father, if liable, is responsible to pay for his non-baaligh children as well.

Sadaqatul Fitr this year was not £25 as you have suggested. The minimum was £3 per person. We advise you to seek your Deen from the right sources. It will be easier for you and will protect you from unnecessary confusion.
