Zakaah of someone who is in debt, fish dying due to negligence

Asalaamualaikum warahmatulahi wabarakatuhu

I have two questions please

  1. what is the ruling regarding Zakat for someone who is in debt and how can they calculate how much they need to pay?
  2. And what would be the ruling for someone who gave loan, do they pay zakat (on the loaned money) if they loaned money to someone and it has not been paid yet?
  3. Someone had a fish and they neglected to take care of the fish. The fish is dead or maybe dying. She wanted to know will the fish curse her? And what can she do to for forgiveness other than praying? Does she need to pay an amount? She thinks she will be punished as she is referring to the story in the prophets time, of the lady who was not forgiven since she did not show mercy and feed her cat (not sure if this is authentic or not)

In the Name of Allaah, the Most Gracious, the Most Merciful.
As-salaamu ‘alaykum wa-rahmatullaahi wa-barakaatuh.

  1. Debts are deductible. On one’s zakaah date, a person will add together all his zakaatable assets. He will then deduct any debts that he may have. If the debt is a long term debt, then only the amount payable in the next twelve lunar months will be deducted. If the difference after subtracting the debts is equivalent to the nisaab amount or more, then the difference will be subject to zakaah. If it is less than the nisaab amount, then he will not have to pay any zakaah.
  2. The creditor is responsible to pay zakaah for the money he has loaned to someone. He may pay this annually or he may pay it once he receives it, in which case he would backdate it for the previous years.
  3. If one has a pet, then he must make sure that he takes care of it and treats it well. In the enquired situation, tawbah and istighfaar should be made for the negligence. There is nothing else to be done.
