Question:
Assalamualaikum can Zakat be given to someone who are eligible to give Zakat themselves (having about 15 tola gold) but are currently facing financial hardships? Also if yes can we specify or suggest them what expenses they should be planning with the amount that we give or we directly pay for their expenses from Zakat like rent or groceries

Answer:
In the Name of Allaah, the Most Gracious, the Most Merciful.
As-salaamu ‘alaykum wa-rahmatullaahi wa-barakaatuh.

Someone who is liable to pay zakaah may not be given zakaah. He is not an eligible recipient. You may assist him with nafl sadaqah instead.

And Allaah Ta’aala knows best.
