Zakaah to the same person on the same date

Assalamualykum respected mufti saheb. If I give zakat amount which is equal to the nisab of silver to a person eligible to receive zakat on 1st Ramadan. The next year again, I transferred the same zakat amount on 1st Ramadan. Will zakat become obligatory on that person for having the nisab of silver on the same date for 2 years.

As-salaamu ‘alaykum wa-rahmatullaahi wa-barakaatuh.

If a person is eligible to receive zakaah, then he would not be liable to pay zakaah at the same time. If he receives nisaab amount or more while being eligible, then his zakaah year will start from then and he will assess his wealth the next year on that same date. If he has nisaab or more, then he will pay zakaah. If he has less, then he will not pay zakaah. If he is paying zakaah on that date, then he would not be eligible to receive zakaah unless he becomes eligible later on during the day. The time of Maghrib on the eve of that date will be considered for assessing his wealth for zakaah.

If a person assesses his wealth and he happens to be eligible to receive zakaah but later on on that date he receives funds that are beyond the nisaab amount, then his zakaah date will restart and this new amount will count for the next year, not the previous.

It should be noted that just because a person was eligible once, it does not mean that he will be eligible the following year. Likewise, just because he was eligible once, it does not mean that he will be eligible the next time someone wishes to give him. Eligibility, which is based on zakaatable assets and non-essential wealth, will have to be determined each time someone wishes to give a person.
